Early Engagement Results

During our early engagement, we heard from:

We also gathered data from the Police where alcohol had been a contributing factor in a crime or incident over the last five years. This data is shown in heat maps.

Interpreting Police Heat Maps

A heat map visually represents the frequency and location of incidents in public places where alcohol has been a contributing factor over the past five years. Using a gradient of colours, from cooler tones (indicating fewer incidents) to warmer tones (indicating higher concentrations), the map helps identify patterns and hotspots where alcohol-related incidents are more common.

Historic issues with drinking and disorder in public spaces. Alcohol ban was useful in managing issues related to the Reilly Street freedom camping. Current settings work well. Problems could return if the bylaw was removed.

Historic issues with disorderly behaviour on beaches. Alcohol ban was regularly used to de-escalate and move people on. Fewer recent issues, but disorder increases over summer months. Considered a very useful ban area.

Historic issues with anti-social behaviour and littering, particularly among youths. Police need to utilise the alcohol ban area multiple times a week during summer. Frequently needed during long weekends. Considered a “must have” alcohol ban area.

24-hour summer ban introduced to manage behaviour of people leaving concerts. Concerts have not been occurring recently, reducing risks. The local hotel is still operating, so concerts may resume in the future. Ban covers laybys leading to Kaiteriteri, where people often park and drink. Several incidents over summer involved drinking in these laybys. Alcohol ban provides the ability to move people on.

Historic issues with public alcohol consumption and associated disorder. Alcohol ban is frequently used, particularly in Decks Reserve. Helps curb anti-social behaviour, especially involving people who are transient or experiencing homelessness. Current settings work well. This alcohol ban area is considered critical.

Local Police Observations: Motueka CBD

Historic issues with underage youths drinking late at night and causing issues. Similar situation to Richmond. Current alcohol ban area and hours work well. Considered critical for managing issues.

Historic issues with people drinking in the holiday park and then moving into the village. The alcohol ban does not control drinking in the holiday park but helps in public spaces. Useful for de-escalating evening incidents. Regular Police call-outs in recent years.

Historic youth drinking issues. Currently, very few alcohol-related issues in public places. Main concerns are under-17s congregating in parks. Alcohol ban is useful for addressing incidents when they arise. Current hours work well.

Historic issues with underage drinking in locations like Faulkners Bush and Wai-iti Reserve. Current settings useful for dispersing youths, often handled with education/informal approach. Picnic area by Wai-iti River and Great Taste Trail does not currently cause issues; Area mainly used by older cyclists and tourists who follow the rules.

Historic and current issues with youth congregating and engaging in anti-social behaviour. Problem areas include Washbourne Gardens, car parks around Queen Street, and Sundial Square. Police frequently enforce the alcohol ban informally. This alcohol ban area is considered critical.

Local Police Observations: Richmond CBD

Historic issues with underage youths drinking late at night and causing problems. Current ban area works well, covering several reserves. Police do not see a need to increase the area

Historic issues with anti-social behaviour, car burnouts, and large youth gatherings in swimming and reserve areas. Police receive call-outs to this area over summer, generally managed informally. Alcohol ban provides Police with a useful tool for dealing with large groups. The main spots are Busch Reserve, Twin Bridges, and White Gates. Current hours work well.

Historic issues with people drinking around the old pub. No local Police base; Officers only respond to reported incidents. Few incidents in the area, but the alcohol ban is well-accepted by locals. Some occasional issues with youths. Wakefield Police support keeping the ban, as they are not based in the town.

Historic issues with people taking drinks from bars and drinking on the streets. Alcohol ban helps prevent incidents from escalating. Most incidents involve people drinking on the way to or from the pub. Murchison has only two Police officers, so staffing is limited. Alcohol ban is well-accepted by the community and considered very useful.

These Terms apply to all visitors and users of this site. Linked sites, affiliated services or third party content or software have their own Terms that you must comply with. What are the conditions with a user’s account?

What content do we own?

This website contains the copyrighted material, trademarks, patents, trade secrets and other proprietary information (“Intellectual Property”) of the Tasman District Council and its suppliers and licensors. The Tasman District Council owns and retains all proprietary rights in the intellectual property. All intellectual property in the content of this site including without limitation to text, software, source code, pages, documents and online graphics, photographs, sounds, audio, video and other interactive features are owned by or licensed to us.
